The memorandum was exchanged, but allocated capacity, inventory and usable supply are separate milestones.
What happened?
Saudi Press Agency’s October 26 announcement says Singapore’s Energy Market Authority and JTC Corporation exchanged a memorandum of understanding with Saudi Aramco as a first step toward a crude-storage arrangement. The proposed storage location is Jurong Rock Caverns, with operations expected in the second half of 2027.
The official announcement describes supporting Singapore during supply disruption and strengthening Saudi crude supply-chain resilience in Southeast Asia. It says the ministries will advance the arrangement and coordinate implementation; it is not a statement that storage operations have begun.
JTC describes Jurong Rock Caverns as able to store up to 1.47 million cubic metres, or around nine million barrels, of liquid hydrocarbons. That is the facility’s capacity—not a confirmed Saudi allocation, inventory level or delivery commitment.

Who is exposed?
Future Saudi crude supply options in Singapore and Southeast Asia; no immediate stock availability established.
Separate the memorandum, the arrangement and operational availability
The official release advances the evidence beyond an intention to sign: it says the memorandum was exchanged. But the storage arrangement remains proposed and the operating date remains expected. Those distinctions matter when a procurement plan relies on physical stock being available at a particular location.
Use separate milestones for agreed commercial terms, allocated capacity, first receipt and confirmed withdrawal availability. A memorandum can support planning discussions without meeting any of those operational tests. No customer should count the entire cavern capacity as accessible supply on the strength of the announcement.
Capacity is not inventory, entitlement or throughput
A storage facility’s maximum capacity answers a different question from how much oil a supplier will place there. A buyer also needs to know the grade, title and access arrangements applicable to its own purchase. The source material does not establish those customer-specific terms.
Do not convert the nine-million-barrel facility figure into days of protection or a shipment count without verified inventory and demand assumptions. Similarly, a storage plan cannot establish berth availability, withdrawal performance or a guaranteed delivery window. Those belong in the operating agreement and the actual cargo plan.
Assess resilience without promising cheaper freight
For a buyer evaluating future Singapore supply, compare alternatives using confirmed origin, delivery location, cargo specifications and contract terms. Separate storage, handling and transport charges so a cost has not disappeared merely because it moved into another part of the commercial offer.
A regional stockholding arrangement could change a buyer’s options if it is implemented and accessible; that is a planning inference, not a reported saving. The checked announcements provide no executable storage tariff, tanker quote or quantified reduction in freight costs. Keep any budget benefit conditional until a counterparty provides terms.
Has Aramco committed to store nine million barrels in Singapore?
Not established by these sources. Around nine million barrels is JTC’s stated capacity for the entire facility.
When is storage expected to start?
The official October 26 announcement targets the second half of 2027; it describes a proposed arrangement, not an operational service.
Was the MoU only planned?
The Saudi Press Agency announcement says EMA, JTC and Aramco exchanged the memorandum on October 26. That does not make the full storage arrangement final.
Will the plan lower freight rates?
No quantified freight-rate effect or final commercial tariff is established by the checked sources.
What could this mean for my costs?
Which allocated volume, operating milestone and access terms have actually been agreed?
Do not model an unallocated stockpile as available supply.
The calculator below deliberately does not use the nine-million-barrel facility figure. It models only an independently entered shipment-delay contingency. In a fictional case, $2,000 of extra expense per day would add $4,000 for two days or $10,000 for five. No delay to the proposed storage project is asserted.
A storage-resilience assessment would require different, verified inputs: accessible inventory by grade, withdrawal rights, operating capability and the buyer’s actual demand. Until those exist, report them as unknown. Do not invent days of protection, cargo allocations or savings from the total cavern capacity.
A separate shipment-delay sensitivity—not storage economics
| Assumed extra days | Added cost | Cost / tonne |
|---|---|---|
| 0 days | $0 | $0.00 |
| 2 days | $4,000 | $0.20 |
| 5 days | $10,000 | $0.50 |
Only useful for a separately assessed shipment contingency. No construction delay, capacity allocation, storage tariff or barrels-to-tonnes conversion is inferred.
Keep the basis of the number visible. Your local shipping profile can supply compatible inputs. It does not prove the event affects your operation, and it never changes the source facts. Incompatible modes keep separate examples.
What should I watch?
- Final arrangement and allocated volume
- First operating and delivery milestones
- Customer access and quoted commercial terms
Bring these questions to your next review.
- Confirm the source period and the terms applying to your actual operation.
- Record the next evidence needed before changing a booking, budget or sourcing commitment.
- Keep reported figures separate from the editable what-if inputs.
The MoU is a documented step toward a proposed arrangement. Usable stock, allocated capacity and commercial terms still need their own evidence.
