Parcel-cost review checklist
My parcel bill changed. How do I find out why?
Reconcile a representative invoice sample with what actually shipped. Separate transport and surcharges, check measured dimensions and billed weight, then match each charge to the service, date and agreement. A published average increase is not the increase on your own package mix.

Who this is for. Shippers reviewing parcel invoice changes, repeated adjustments or a proposed service or packaging change.
Keep the limits visible. This is a review workflow, not a rate quote, refund promise or carrier negotiation. Carrier rules differ by market, service, date and contract. The primary-source examples below are from FedEx and must not be treated as universal rules.
Gather the evidence.
- Itemized invoice and shipment-level export
- Ship date, account, service and destination records
- Measured outer dimensions, scale weights and packing evidence
- Applicable service guide and date-specific surcharge schedules
- Signed agreement, discounts, minimums and negotiated exceptions
Keep these records in your own secure systems. This page has no upload or submission form.
Five checks before the next move.
Build a matched sample
Pair invoice lines with shipment records, ship dates, account, service and destination. Reconcile missing, duplicate or unmatched records before calculating an average.
- EVIDENCE TO KEEP
- Invoice lines and the corresponding shipment export.
- WHO TO ASK
- Accounts payable and shipping operations.
- RECHECK OR ESCALATE WHEN
- A record is missing, duplicated or billed against a different service.
Check the physical package
Compare billed weight and dimensions with packing records and measured outer dimensions. Look for recurring packaging-related adjustments. Do not assume a single dimensional-weight divisor applies to every service.
- EVIDENCE TO KEEP
- Scale and dimension records, packaging specifications and adjustment detail.
- WHO TO ASK
- Warehouse or packing team, then carrier billing for measurement details.
- RECHECK OR ESCALATE WHEN
- A documented measurement mismatch or repeat packaging-related cost.
Separate the charge categories
List transport, fuel and each applicable residential, delivery-area, handling, oversize, demand or other charge separately. Ask for the stated basis and effective schedule; do not assume every category applies.
- EVIDENCE TO KEEP
- Itemized charges and the applicable date-specific schedules.
- WHO TO ASK
- Carrier billing or account representative.
- RECHECK OR ESCALATE WHEN
- An unexplained charge, duplicate charge or unmatched effective date.
Match the governing agreement
Compare the service guide with signed discounts, minimums and negotiated exceptions. Ask which provision governs an unexplained difference. Keep carrier-wide average increases separate from your account's results.
- EVIDENCE TO KEEP
- Signed agreement, applicable guide and written clarification.
- WHO TO ASK
- Contract owner and carrier account representative.
- RECHECK OR ESCALATE WHEN
- A billed amount does not match the documented governing provision.
Choose an evidence-backed next step
Submit documented billing concerns through the applicable review process and deadline. For legitimate recurring costs, compare service or packaging alternatives against delivery and damage requirements before changing operations.
- EVIDENCE TO KEEP
- Specific disputed lines or a matched service-and-packaging comparison.
- WHO TO ASK
- Billing reviewer, operations owner and the person approving service changes.
- RECHECK OR ESCALATE WHEN
- Evidence supports a correction or a feasible operational change.
Common questions.
Should my budget rise by the carrier's published average increase?
Not automatically. Reprice your actual services, destinations, package characteristics and agreement. An average announcement does not determine every invoice.
Why can a light package cost more than expected?
Its dimensions and applicable handling rules can affect the charge. Check the measured package and governing terms before disputing it.
